Dfinity Signs LOI with Cambodian Ministry at Token2049

Dfinity and Cambodia Join Forces
Dfinity, the Swiss foundation behind the Internet Computer Protocol (ICP) blockchain, has taken a significant step forward in its mission to decentralize computing on a national scale.
At Token2049, Dfinity signed a Letter of Intent (LOI) with Cambodia's Ministry of Industry, Science, Technology and Innovation (MISTI). The agreement aims to pursue research, training, and entrepreneurial ecosystem support for smart city infrastructure.
What is a Smart City?
The definition of a smart city can be nebulous, but it generally emphasizes the use of advanced information and communications technology.
Dfinity already has a presence in Cambodia, partnering with a United Nations Development Program pilot project for its digital Universal Trusted Credentials system. This new LOI will further deepen its involvement in the region.
Decentralizing Computing on a National Scale
Dfinity's LOI is part of its ongoing efforts to support sharing sovereign cloud technology with governments and international organizations. Dominic Williams, Dfinity's founder and chief scientist, expressed his enthusiasm:
"We are excited and proud to progress our partnership with the forward-thinking Government of Cambodia. The Internet Computer and ICP technology will generally play a key role in supporting Cambodia's digital transformation [...], and this will assist Cambodia in its mission to develop secure smart cities."
ICP hosts decentralized serverless computing, eliminating the need for traditional cloud hosting services such as Amazon Web Services. With software hosted on-chain, the network claims to be immune to cyber-attacks.
Cambodia's Ambitious Plans
Try Sophal, a director at MISTI, highlighted the broader implications of integrating blockchain technology into Cambodia's national infrastructure projects. Sophal stated,
"By integrating blockchain technology into our national infrastructure projects, we aim to develop [...] solutions that will not only accelerate our smart city initiatives but also strengthen the broader digital economy."
A History of Smart City Initiatives
Cambodia's ambitions for smart city infrastructure date back to at least 2019. Back then, Singaporean startup blockchain Limestone Network launched an innovative neighborhood project in the capital, Phnom Penh. Although the project was scheduled for completion in 2022, it remains unclear if it has reached its goals.
By signing this LOI, Dfinity, and Cambodia are setting the stage for significant advancements in the region's digital and technological landscape. The partnership is another milestone in Cambodia's journey to becoming a regional leader in emerging technologies.
